fix request #31957 `/api/git/{id}/branches` is slow

The coverage of source_id and target_id was to small for git references that tend to be large (repository_path/sha1). On tuleap.net / tuleap stable repo with 18 branches we went from 14s to 450ms of wall time). Change-Id: I88f0a20cb3eea45c76854fd335cf1a1af16c33b0
