Check if we can build packages for a specific OS version before building them

The makefile will only build packages for CentOS 6 as this is the only supproted version currently You can check if it works by using the docker_generate_packages.sh script (check you have up to date enalean/tuleap-buildsrpms and enalean/tuleap-buildrpms:centos6 images). RPM for CentOS 6 must have been generated. This is part of request #9278: Remove CentOS 5 packages Change-Id: Ie448154dd80e70a09b97b7237557dff7a1639b55
