Part of request #19287: Make internal libs "tree-shakeable" How to test: - No functional change expected. - CI build should pass. All libs built with Vite should inherit some centrally-defined configuration. It will allow us to do some global optimization without having to change every configuration, just like we did with Webpack-configurator. Now that we can define configuration in TypeScript, we can forbid configuration options that are overridden centrally, which lets us deduplicate them.
