Fix translated strings with HTML

Also format some files with Prettier. During story #13729 have taskboard empty state, we introduced a new gettext extractor. It no longer supports extraction of HTML tags from v-translate. Translated strings with HTML tags in them should use $gettext() and v-dompurify-html. Change-Id: Ic61429ebcb436e209e19722b101e3182ef94a31c
