Improve charts performances

This is part of request #11031 Migrate burndown in D3 JS This patch aims to improve the performances when two charts are rendered on the same page. Performance gain: -20 ms for each chart (it takes now ~110 ms to draw a chart). What have been done: - ModuleConcatenationPlugin is now added during production builds for the burndown chart. - Dates are formatted as needed only once, it prevents us to intanciate a new moment each time we use a date. - As a result, some dependencies to moment.js have been removed.
