chore(svn/el9): rewrite SVNAccessFile tests

Existing tests were exclusively unit tests and it was not easy to understand the business rules that they were covering. Took the opportunity to close as much as possible the methods. Part of: request #31541 svn 1.10+ no longer supports duplicate sections Change-Id: I15750df23a6440f6252570ab3c6a91859ada9f5c
