chore: deprecate Artifact::createNewChangeset

part of story #24969 [modal] add and remove links (replace current artifact link) No functional change. Artifact should not know how to create changesets. It requires a lot of database operations and that forces us to write crazy amounts of mocks. A dedicated object should handle that. Change-Id: I699262a48edf6a6ff3471ba3af136ce945b9273f
