This is part of request #12876: Fatal error while updating a transition Also part of story #12187 configure workflow pre & post actions at target state level How to test: - In the legacy workflow administration UI, edit a transition and unselect all user groups (The multiselectbox should have no value). Submit it. - With this patch, you should not have a fatal error. "project_members" should be selected after you submit. Change-Id: I3389b1376aff2dff54a2d9ba03afa5191c67e968
