request #8363: Remove hook priorities management
Previously, in Ib270df8272a84d4a8305da1575eca6beef245df6 we removed priorities from EventManager. This commit close the circle by cleaning all (non) usage of priorities as well as hook priorities management stuff. Change-Id: I709230aa65a8a8b7e27678c912880c4187cb8125
