request #13486: Make possible to switch a Tuleap instance to PHP 7.3

You can now do an installation of Tuleap, deploy the configuration with /usr/share/tuleap/tools/utils/php73/run.php and start the PHP FPM 7.3 service and get a working installation of Tuleap using PHP 7.3. Change-Id: I1cb3495eb0cc38864472faf08b10f6f76c7b9edf
