request #21740 When a user is pending from a long time, he's deleted from the database

Instead of be completely deleted from the database, he should be marked as deleted. This part of code is very old and not documented. We chose to make it as it done on the rest of Tuleap, without database deletion. Change-Id: Icd082a55a149c84862cbeff275137de0b97e836c
