Refactoring: rename ambiguous parameter in FRSReleaseFactory

This is part of request #10039: Retrieve FRS packages via REST $status_id parameter in getFRSReleasesFromDb() is ambiguous. Reading the source of the method (and calls) indicates that we only want to retrieve active releases. Change-Id: I50f3b792e69bce37970f31e1b8a6839e4dc26fd3
