SYSTEM_CHECK events fail on CentOS/RHEL7

Since ea3e303a786cd47c89545a0a084aedb4f7f3c6b2, even if files can be uploaded into the FRS, the SYSTEM_CHECK events are in error. The DELETED directory must be there. This contribution also moves the purge of the FRS files after the potential (re-)creation of the needed directories.
