Refacto - Add logger in SemanticChecker

This is part of story #21368 create mirrored iteration No functional changes expected. After some dev, I think it's a good idea to add a logger in SemanticChecker. If semantic is not well configured, only an error "Semantic is not well configured" is logged without any details about the semantic. Change-Id: I59b8f05d87dca5ceebf50bb79a7723dea04f6c5d
