This contribution only setup the JS code for the project admin banner page. This only creates a small app that either display a message saying no banner has been set or the raw banner message. The page can be accessed via the URL /project/<project_id>/admin/banner and a banner can be created via the REST endpoint PUT /projects/:project_id/banner.
