request #19194: Disable completly Psalm cache when running on CI

Since we keep no data between two executions of a pipeline, the cache is not useful. Not generating it saves a bit of execution time and memory. Change-Id: I3ee7a3235151ef4ca674a4965ca1a931cd14ce04
