Mercure Tuleap Systemd service deployment

This patch allows tuleap-mercure package to deploy and start a systemd service and a default Caddyfile. The tuleap mercure packages run in it's own user tuleap-mercure. Part of story #27884 Have access to a minimal working mercure environnement Change-Id: I3d454d13365d0579acbc3241557a8ba367e276a1
