request #11539: mail notification Reminder Docman

The mail notification reminder for docman review lanched on daily cron uses a mail notification builder claas based on Codendi Mail Format preference. So when the format preference is not html it will return a null variable, which returns an error everytime the user mail preferance is not html. Change-Id: Ic3d051afbc08cfa4cbd18c9b9c4fd03a71ce75cf
