request #8954 Can't submit artifact if "can submit" is not checked

When field permissions are "update" for a group without "can submit" permission on a MSB field and checkbox field, the member of that group cannot submit a new artifact, an error message is displayed: "You are not allowed to update the field." Change-Id: Id67c8d9ea8330738eb5838dbb7bf9b8958911d7e
