Tuleap should not use something and at the same time tell users to move away when it is not purely an internal interface. Also the import_project_xml.php now respects PSR-4. This is part of request #11780: import xml project should be a tuleap CLI command Change-Id: Iafc566f3d97fdb12b7db4353beea3e1c61b581b5
