request #10848: Tuleap with PHP 5.6 set a low limit for uploaded file size

Previously Tuleap had a limit to 256Mo by default, with the new PHP 5.6 FPM setup Tuleap fallback to PHP defaults which are quite small in comparison. The same default limits should be kept to ease migration. Change-Id: If512249e8cf619bc61d1bcec9c8bbb85d1c9dd61
