Part of story #10062: Users & groups management overhaul Since project administrators ugroup is manageable via project » groups, we can safely remove the ability to define project administrators via the permissions matrix. Since the matrix may now contain only readonly data, the submit button is displayed only when needed. Change-Id: I37c1b7c53cd2bf5cbd8a65df240f642f1665ce2e
