request #8719 Project export: Tracker's attachment not exported

If the last changeset of a given artifact has no change regarding its file field (for example attachement), then the attachment info were not exported in the XML. To fix this, in the export process, we call the value exporter in any case (new value or not). The value exporter will add value in the last changeset (like a snapshot) Change-Id: I13822415d3607f97cec7dd8f77c190c2137c18d7
