    SystemEvent_SERVICE_USAGE_SWITCH always in RUNNING status
    When a project activate CVS, the system event SystemEvent_SERVICE_USAGE_SWITCH is always in RUNNING state and blocks other events to be processed.

    First, the package tuleap-core-cvs was not installed.

    After installed it and re enable CVS for a project, the event is still in RUNNING status. Because the beginning of a needed tree was here, the event assumes that all is OK for CVS, which is wrong.
