  • It applies only on the Web UI (no other ways to change the visibility)
  • Control of visibility must be delegated to plugins
  • Other project admins can see the visibility but not change it (as it would be if only site admin could change it)
  • Site admins can change the visibility
  • This is enforced as soon as project certification plugin is activated on the platform regardless there is an owner or not in the project.
