    Avoid running scss-lint in build task in TLP
    When I run "npm run build" in TLP folder
    Then scss-lint should not be run.

    scss-lint is meant to improve our scss code, it should be run while making changes, not all the time always. It should only run with "npm run watch".
    It is quite slow (several seconds) and slows down other widely used commands such as "npm run build" at tuleap root. This alternatively slows down the CI as well.
