Follow-up for art #14096

Behavior of the "remove from backlog" post-action:

  • It can only be set on artifacts that can be in Backlog
    • Same behaviour regarding the configuration in Agile Dashboard administration
  • It can only remove the flag if the flag can be removed as in story #13998. If the flag cannot be removed, a feedback message is displayed to the user (if the transition happen in artifact view) but the transition is made anyway
    • To be defined: Same TBD as previous
  • if the element is not in top backlog (manually removed) the post-action silently succeed
