    jquery should be included before select2 in TLP
    In some cases, due to a different order of walking the vendor/ directory in tlp, jQuery could be included before select2. Select2 depends on jQuery and needs it to be before.
    This causes javascript errors for all tlp components (modals, etc.)
    We should enforce this order.
    We should also hash TLP javascript files and version its name using this hash just like we do for most javascript files for plugins.
