The sass build for tracker depends on codemirror being installed from npm. The dependency was not present in the gulp build and the gulp build did not stop with an error code. Therefore, the CSS for the tracker plugins was not built but the jenkins build continued anyway.

We should force the gulp build to exit with non-zero status when there is a sass-related problem. We should also enforce installing components (when present) before building sass.
