    Do not query OPTIONS artifact_temporary_files when there is no File field
    The Artifact modal always queries the route OPTIONS artifact_temporary_files to get the current upload rules, for example remaining user quota, max chunk size and so on.
    It does this regardless of tracker structure, which means that if there is no File attachment field in the current tracker, it queries this but those rules won't be used.
    The modal should only run this query when there is at least one File attachment field in the current tracker.
