    import xml project should be a tuleap CLI command

    As we now have a central CLI command for all tuleap related actions, we should use it as much as possible to leverage on all CLI helps (management of options & co).

    The compatibility with import_xml_project will be kept to avoid breaking everything

    Re-opened: the usage of the existing src/utils/import_project_xml.php now throws a warning however Tuleap still uses it itself. We can not expect end user to stop using it if Tuleap itself does not stop.
