    Get rid of bower
    As a Tuleap front-end developper,
    I want to finally get rid of bower
    So that we only rely on webpack and do not run the risk of losing a critical dependency because someone shut down the deprecated bower registry.

    We only depend on bower for one (1!) dependency anymore: angular-ui-boostrap-bower. We should just copy it in our git repository and drop bower altogether.
