    Artifact allows empty required text fields when format is HTML and list fields
    Given a text field that is required
    when I create an artifact with the Artifact modal or Artifact view, set the text format to HTML (or leave it if I have the user preference to HTML) and leave it empty (type nothing in CKEditor)
    then the form allows the empty value and submits the artifact.

    It should not allow this empty value because the field is required. It should stop the submit.

    Given a list field that is required, the modal allows the empty value.
