    FRS plugin stylesheets can not be built in a modern dev environnement
    Issue only arise when you are using a quite modern/edgy dev environment because a subpart of the FRS plugin uses a different version of node-sass than the rest of the whole Tuleap build.
    This version does not play well with node 11.15 (I'm guessing it does not play well with node 11.x) and the node-sass module can not be rebuilt by node-gyp because node-gyp needs Python 2.
