This is the last part of the production that does not rely on a PSR-18 HTTP client to do HTTP operations. It is also the last that uses a deprecated version of Guzzle from a RPM package. Since request #14313 we can update the code in a relatively straightforward way. This is also by request #14150 to make the migration to PHPUnit of the driver tests easier/possible.
