    Rewrite tracker homepage script in TypeScript
    This script was introduced recently (git #tuleap/stable/21052e0fe6895afad18b7825646e8bf93c17dcd6) but did not follow Tuleap conventions expecting to have new code written in TypeScript (https://docs.tuleap.org/developer-guide/front-end/javascript.html).

    It also incorrectly imports a part of the tlp library making it far bigger than it should be.
