    Stop using smooth-scrollbar

    Tuleap is using smooth-scrollbar for the project and site admin sidebars but only to style them and not for the advanced use cases the library provides. The library itself recommends against this type of usage since we can achieve something similar (or at least close enough) with pure CSS.
