    Users mentioned in artifact follow-up comments should be notified

    When commenting on an artifact, Tuleap conveniently allows to tag a user using @ + username. However, those users are not notified of their mention, unless they're previously assigned to or on the CC list of the artifact.

    It would be conventient to have an email notification whenever a user is mentioned on an artifact.

    It covers more than @username mentions in trackers, it aims to change the way notifications works for users to decrease the chattiness of Tuleap.

    Seconded - this is expected functionality by our users and they are often confused why the people they have @mentioned in a follow-up comment are not being notified.
