    Split TLP dropdowns to its own library

    Follow-up of request #20906. Splitting the dropdowns part of TLP will let us use them in FlamingParrot more easily, and it makes it easier to tracker where they are used.

    TLP will have a new dependency: @tuleap/tlp-dropdown.
