    Jira import conflict on improperly duplicated values

    Given one jira list box with values CIRRUS and another one with *CIRRUS tuleap will auto generate list values IDs to cirrus that will lead to an XML error at import like:

    [error]  ID "Vtask_versions_cirrus" has already been defined (Type:  error) Line: 215 Column: 69
[error]  first occurrence of ID "Vtask_versions_cirrus" (Type:  error) Line: 214 Column: 68

    unsupported chars should be converted to a safe replacement instead of being dropped
