    MW readers should not have Administration link

    Hello,

    In request #30367, a link to the administration (to manage MW permissions) has been added in the dropdown.

    However, a user that has only read permission for MediaWiki in a project should not have the Administration link:

    Only MediaWiki administrators should be able to see this link.
