    Program administration error when user cannot access one aggregated project

    Given a user that is administrator of a program project, if this user cannot access at least one of the aggregated project, then a generic error is displayed when accessing the program administration.

    A meaningful error message must be displayed instead explaining why the administration cannot be displayed.
