    Drop support of management of system users and groups

    CVS was the last service depending on it to work and it was removed in request #33997.

    This aspect of creating automatically system users and groups from Tuleap users and groups was disabled by default for a while now and it is a great source of potential issues. Removing the support for that greatly simplify the project and user status management and overall improve the security.
