    Site admin users are not expected to be able to checkout a SVN repository of a suspended project

    Reproduction scenario:

    1. Create a project and a SVN repository in it
    2. Add a site administrator to the list of project members
    3. Make sure project members can R/W the repository
    4. Suspend the project
    5. Try to checkout the repository with your project member
