    Set timeout to 30s for project creation in e2e tests

    In program management e2e test, we need to create 3 projects through the web UI. The timeout is currently set at 20s, but on heavily loaded CI environments, it was often close to the limit. Project creation is known to take some time. Increasing the timeout to 30s should limit test failures due to it and should be enough.
