    SYSTEM_CHECK should only attempt to clean FRS staging area if it exists

    Fresh install might complain during the SYSTEM_CHECK that /var/lib/tuleap/ftp/tuleap/DELETED does not exist and throw an error.

    This should be handled gracefully.
