    Move HTTPRequest into the Tuleap namespace

    This is currently an annoyance and a source of issues with Psalm. Psalm considers that the \HTTPRequest class from Tuleap is in fact the HttpRequest class from pecl_http. Moving the Tuleap class into a namespace avoids the issue.
