    XML import enforces field dependencies but not workflow
    The decision was taken for story #6932 that XML import would not enforce workflow for shake of consistency with "the past".

    It should be the same for field dependencies.

    This prevent some migrations from tv3 to tv5 when field dependencies evolved in the tracker lifetime.
