    Mail issue on services having truncated emails options
    How to reproduce the bug:
    1) Create an artifact and add the email addresses of two *active* Tuleap users accounts in the notifications.
    2) Change something in the tracker and check that all users are correctly notified.
    3) Suspend the account of the first user. Change something in the tracker, and check the emails: the first user isn't notified (normal) but the second user isn't either (abnormal).
    4) Reactivate the account of the first user. Change something in the tracker and check the emails: both users are notified again.
