    Project import must be able to add non active users to a user group
    When a user is suspended, he is not removed from any user groups. However when you try to import a project with a non active user, you get the following error:
    error UserNotAddedAsProjectMemberException: info: User added
    info: User added
    error: Account 'user1' not active. User not added.
    in /usr/share/tuleap/src/common/project/ProjectXMLImporter.class.php L196

    This is not consistent.
